Nah the keyboard isnt American to speak.. The computer registers the '@' as '"' but it doesnt actualy show as being that on her keyboard..
If you understand

I think I understand .. she presses @ and it shows up as "
If this was working before and there has been no change in the language setup for the keyboard on the computer, then it is most likely the beginning of a hardware failure in the keyboard itself. I am assuming you have done all the basic such as power-down, replug-in the keyboard, power-up. Turn it upside down and shake it out and/or use some compressed air to try and clean the keyboard? Test the keyboard on another computer? Normally its not a good idea to take these apart (lots of little pieces and springs in some) or try to soak them in warm water as I had one person try.... some peeps :dare
Is this a USB keyboard, or PS2, or Wireless/Bluetooth, etc?

Well if @ is " then " is @ so just press the button for " to get @.

go to control panel, open regional and language options then change the format and the location to english United kingdom.
Its a common problem since Windows by default loads US settings and so the region should have been set to UK during install
btw, It might ask for the Windows XP CD in order to change
