Most anti-virus software does not affect PING which is a IP tool that issues an ICMP (http://en.wikipedia.org/wiki/ICMP) (Internet Control Message Protocol) ECHO request to see if an IP address is responding. Firewalls on the other hand are designed by nature to filter unwanted (and potentially harmful) IP packets and very well could either just drop an ICMP request, or send back a DENY.
If you are asking if these security packages actually affect the latency that is reported by the PING tool, then the answer would be YES, but only to a very minimal amount. On a private LAN it would not be unreasonable to see <1ms response times to a PING. On a small private WAN (ie. a single building or small campus) response times of 3ms - 30ms would be normal. On the Internet, response times of <100ms would be expected from devices within your own country as most ISPs businesses are pretty well coupled together now. It is only when you cross some large body of water (ie. Atlantic Ocean) where response times of >200ms would typically be seen.
Assuming broadband connections all the way around, an ICMP ECHO request should be able to go around the world in under 500ms ( 1/2 second )

Leave it to Nemi to get all technical when a "generally not" would have sufficed :P

A good way to see all the connection speeds you are getting is to use the DOS "tracert" command from a Command Prompt ( ie. tracert 64.233.167.104 ). It will show you the response time to each and every router you have to go thru to reach a remote IP address. In the example above, that traces the route to one of the Google servers.
Here was my output:
C:\>tracert 64.233.167.104
